CISS stands for Consumer Injury Surveillance System. Under Article 8 (Prevention of danger and injury), Article 51 Clause 1.1 and Article 52 (Collection and handling of information on dangers and injuries) of the Framework Act on Consumers and Article 39 (Designation and operation, etc. of organizations submitting information on dangers and injuries) of the Enforcement decree of the same Act, the system collects, analyzes and evaluates injury information submitted by designated organizations including 58 hospitals, 18 fire stations, the consumer counseling center and the consumer report hotline across the nation. It is a 24/7 monitoring system to ensure that necessary measures can be taken for injury information collected after they are analyzed and evaluated.
As part of corrective measures, the collected data are used to issue consumer safety alerts, make public notifications on the safety of items in question, recommend or order corrective measures to the businesses that provide the harmful items and suggest revisions of related laws at the regional or national level.
